This study is funded by the World Health Organisation (WHO) through Alliance for Health Policy and Systems Research in Geneva Switzerland. The study aims at documenting and analyzing the development (scaling up) process of performance-based-financing (PBF) in health in Cameroon from earlier 2006 to March 2015 and draw lessons for further scaling up and sustaining such initiative, nationally and internationally. Specifically, this project research intends to :
Appreciate the progress of the PBF scheme (how PBF developed over time and what is the situation today),
(2) Describe the factors enabling or hindering the development of PBF program in Cameroon (context, actors, content and processes),
(3) Assess the transfer of the purchasing role from international NGOs to National agents in two regions (North-West and South-West regions) during scaling up phase, and
(4) understand stakeholders' perception on effects of drug procurement and supply system reform induced by the integration of PBF into health system during scaling up phase in Cameroon.
He has extensive experience in maternal & child health programming, management, health system strengthening and research in Sub-Saharan Africa.
PhD research follow. He is the Health Program Coordinator at R4D International. He has accumulated experience in public health program implementation and operational research over the past 5 years.
